Prompts are sent to a server-side router that tries OpenAI first, retries transient failures, and falls back to Google when the failure is retryable or provider-specific. Policy refusals do not silently fall back unless `ALLOW_POLICY_FALLBACK=true`.

OpenAI uses the requested size directly. Google fallback uses the aspect ratio when the provider supports it.
Accepted in the normalized request shape. The current provider adapters treat it as advisory metadata unless a stable provider seed parameter is available.
